Implementing an ERP software, automating certain operations, or modernizing management tools represents a significant investment for an SME. Depending on the business sector, region, and scope of the project, different forms of financial support may nevertheless be available.
Some programs even support the steps that come before the implementation of an ERP solution, such as process analysis or preparing a digital transformation plan.
Here are some programs and financing solutions to consider for manufacturing, distribution, and agri-food SMEs that wish to modernize their operations.
AI for All: a federal initiative to watch
Artificial intelligence is also one of the current priorities of the federal government. In June 2026, the Government of Canada announced new measures as part of its AI for All strategy, with the goal of accelerating the adoption of artificial intelligence by Canadian businesses.
For SMEs that wish to integrate AI features into their operations, analyze their processes, or adopt new technological tools, the upcoming federal measures could therefore be of interest.
Regional Economic Growth through Innovation: an option for growth‑driven projects
The Regional Economic Growth through Innovation (REGI) program is a federal initiative administered by Canada Economic Development for Québec Regions (CED). Its purpose is to support the economic growth of businesses and regions through innovation.
For SMEs undertaking a digital transformation project as part of a growth or modernization effort, REGI can provide repayable, interest‑free financial assistance covering up to 50% of eligible costs.
The objective, however, is not simply to fund the purchase of software. The project must demonstrate its contribution to the company’s performance and development. Implementing an ERP system can therefore be particularly compelling when it supports business growth, improves productivity, or modernizes operations.
Food Transformation Program: up to $150,000 in financial assistance
Offered by the Ministry of Agriculture, Fisheries and Food of Québec (MAPAQ), the Food Transformation Program (PTA) is intended for food processing companies operating in Québec.
For a digital transformation project, Component 2 – Workforce Productivity is particularly relevant. It specifically targets automation, robotization, or digitization of processes, as well as the implementation or adaptation of an integrated management software (ERP).
Key criteria to keep in mind:
-
Eligible expenses must total at least $50,000.
-
The company must have at least one full year of operations and generate a minimum of $300,000 in revenue from its food processing activities.
-
The project must demonstrate a workforce productivity gain.
-
Financial assistance can cover up to 50% of eligible expenses, up to $150,000.
For an agri-food company wishing to replace its current management tools with an ERP solution, this program can therefore directly support the project, provided the company and planned expenses meet the eligibility requirements.
Wood Innovation Program: up to $2.5M for projects in the forestry sector
The Wood Innovation Program (PIB) is offered by Québec’s Ministry of Natural Resources and Forests. It is intended for companies in the forest products industry, as well as certain companies that use forest-based products. Projects must be carried out in Québec.
Its Innovation component provides a grant covering up to 50% of eligible expenses, up to a maximum of $2.5 million. However, the project must have a minimum total cost of $200,000.
Eligible projects may include the implementation in a plant of new processes, technologies, equipment, or systems. For a manufacturer wishing to automate its operations, modernize its management system, or integrate complementary solutions into its ERP software, the program can therefore represent a significant financing opportunity.
ESSOR Program: funding the analysis before choosing a solution
Offered by Québec’s Ministry of Economy, Innovation and Energy, the ESSOR program can provide support even before a company proceeds with the implementation of a technology.
The program offers assistance for planning digital transformation projects. The digital diagnostic helps assess the company’s systems, processes, and digital capabilities in order to better guide technological choices.
Depending on the project, this approach may include:
-
process analysis and needs assessment
-
preparation of a digital transformation plan
-
drafting a specifications document
-
analysis of technological solutions
This option is particularly relevant for a company that knows it must modernize its management system but has not yet determined which ERP solution will best meet its needs.
Tech shift – Manufacturing: up to $50,000 in Laval
Manufacturing companies located in Laval also have access to a local program: Tech shift – Manufacturing.
The program targets digital transformation, automation, and robotization projects. The financial assistance can reach $50,000, depending on the component and eligible expenses.
Key criteria include:
-
being a legally constituted for‑profit company
-
being established in Laval
-
operating in the manufacturing sector or having production activities
-
having been in operation for at least two years
-
carrying out the project in a facility located in Laval
As with many programs, the timing of when expenses are incurred is important. A company should therefore verify the program conditions before confirming commitments with its suppliers.
Workforce Training: planning for the adoption of the new system
Offered by the Government of Québec, the Workforce Training Program is available in all administrative regions of Québec. It targets employers who wish to develop the skills of their workers in order to improve performance and retention.
The assistance takes the form of a grant or financial contribution. The amount awarded is not fixed: it is determined after the project is reviewed by a business advisor, based on factors such as the nature of the project, the company’s needs, regional priorities, and available budget.
In the context of an ERP implementation, this option can be considered a complement to the technological project. Training does not replace a proper implementation, of course, but it helps support the adoption of the new system and preserve the intended gains.
Other financing options for major projects
Not all forms of government support take the form of a grant. For larger‑scale digital transformation projects, certain financing solutions may also be relevant.
This is notably the case with grand V from Investissement Québec, an initiative that combines financing and technological support to encourage investments related to innovation and productivity. The grand V duo includes a term loan of at least $250,000, as well as up to 100 hours of technological support, offered under certain conditions.
This solution may therefore be of interest to an SME whose modernization project goes beyond a small implementation and requires a significant investment.
Which program is right for your project?
The right program depends first and foremost on the company’s profile and the nature of the project. The business sector, location, investment amount, planned expenses, and productivity or growth objectives are all factors to consider.
It is also important to check the program’s timeline before incurring expenses. In many cases, an application must be submitted and certain administrative steps completed before the project begins.
For an SME considering the implementation of an ERP system, this verification should therefore be part of the project planning process, not something done after the main investment decisions have already been made.
Government programs, their criteria, budgets, and opening dates can change. The amounts and examples presented in this article are provided for reference only. Eligibility for a program and the amount of assistance granted must be confirmed with the responsible organization before submitting an application.
